Frances Namoumou of the Pacific Council of Churches, centre, waited for several hours to deliver a statement on behalf of the World Council of Churches and other faith groups in the High-Level segment of the United Nations plenary during the climate change conference COP23 in Bonn. She was finally able to deliver the statement to the plenary late at night. Many civil society groups complain that the role of civil society is relegated and participation is limited.
